LAUNCH₂ is a public-private partnership with a programme aimed at accelerating, connecting and facilitating within the Rotterdam region’s hydrogen ecosystem. We operate as a partnership, bringing together the market, government and knowledge institutions to accelerate innovation and upscaling. Our focus is on organising collaboration and strengthening the enabling conditions. We always work in a way that complements existing initiatives.

Why is LAUNCH₂ needed?

The hydrogen transition requires coherence and momentum within a complex ecosystem. Many initiatives show great promise, but get bogged down by fragmentation, timing or enabling conditions. LAUNCH₂ provides an overview, connects stakeholders and helps to identify bottlenecks. In doing so, we increase the likelihood that innovations can actually be scaled up and implemented in the Rotterdam region.   

What can you expect from LAUNCH₂?

We connect stakeholders, facilitate collaboration and accelerate progress where necessary at the ecosystem level. We do this by acting as a one-stop shop, developing supply chains and markets, preparing facilities and coordinating decision-making and working groups. We focus on creating the right conditions, not on implementing individual projects. LAUNCH₂ helps the entire ecosystem move forward.  

What is beyond our scope?

LAUNCH₂ is not a fund, a subsidising body or a licensing authority. We do not own projects or infrastructure, nor do we provide individual business case support. Nor do we act as an implementing or operational body. Those roles remain with the partners involved. In many cases, however, LAUNCH₂ partners are involved in the consortia that oversee the follow-up and/or implementation of projects and other operational activities.

Businesses

For businesses, LAUNCH₂ serves as a gateway to the regional hydrogen ecosystem. Drawing on our diverse roles, expertise and capabilities, we help organisations find the relevant partners, knowledge and networks. By facilitating connections and coordination, we lower the barriers to innovation and upscaling, and help make the playing field clearer.  

Public Authorities

For public authorities, LAUNCH₂ provides insight into market developments and practical challenges. We help to collate and interpret signals from the ecosystem. This enables policy and implementation to be better aligned. LAUNCH₂ does not replace policy roles, but supports them with up-to-date practical knowledge. Another significant benefit for public authorities is that businesses do not have to ‘shop around’ among different agencies; this reduces transaction costs for all parties in the ecosystem.
